Speaking on the sidelines of COP30 in Brazil, Cardinal Filipe Neri, President of the Federation of Asian Catholic Bishops reiterates the duty that the Global North has towards the Global South, and invites people to stop finding distractions and do what needs to be done to save the planet. <\/p>\n

Cardinal Filipe Neri, Archbishop of Goa and Daman and President of both the Conference of Catholic Bishops of India and the Federation of Asian Bishops\u2019 Conferences (FABC), is in Bel\u00e9m for COP30, where Churches of the Global South have presented a joint document outlining what they describe as a \u201cmoral and spiritual framework\u201d for addressing the climate crisis.<\/p>\n
Speaking to Vatican News on the sidelines of the UN’s Climate Conference, Cardinal Neri said the document was \u201cwell received\u201d for its strong call to maintain the 1.5\u00b0C global warming limit and for grounding climate action in the Church\u2019s teaching on integral ecology.<\/p>\n
\u201cIt highlights the relationality between the Creator, creation, and human beings,\u201d he explained, adding that ecological conversion must involve \u201cthe heart, the mind, the soul, and socio-economic and political structures\u201d to respond to \u201cthe cry of the earth and the cry of the poor\u201d – including Indigenous peoples, migrants, and women and girls.<\/p>\n
Wealthy nations and ecological responsibility<\/b><\/h2>\n
During a symposium of Global South Church leaders in Bel\u00e9m, the Cardinal noted that Asia is \u201con the frontline of ecological and economic injustice.\u201d He reiterated that wealthier nations, which have contributed most to the climate crisis, carry a clear moral responsibility.<\/p>\n
\u201cThey must pay their ecological debt,\u201d he said. \u201cThat means leading the fossil-fuel phaseout, achieving carbon neutrality, and adhering to their climate-finance commitments.\u201d<\/p>\n
He emphasised that finance should take the form of grants and public funding for loss and damage, rather than loans, and should support adaptation, capacity building, and technology transfer to poorer nations.<\/p>\n
A critique of green capitalism<\/b><\/h2>\n
Cardinal Neri also raised concerns about what he called \u201cactivist economies and green capitalism,\u201d noting that certain proposed solutions allow major polluters to avoid real change.<\/p>\n
\u201cWe need clear timelines and targets to phase out fossil fuels,\u201d he said. \u201cWe must halt distractions such as bridging fuels, carbon-capture technologies, and carbon trading.\u201d<\/p>\n
He explained that the transition to renewable energy must be just, protecting workers and communities who depend on the fossil-fuel sector through retraining and social protection.<\/p>\n
Indigenous sovereignty and the role of women<\/b><\/h2>\n
The Global South document also calls for the protection of Indigenous lands and the recognition of Indigenous knowledge in climate-resilience strategies.<\/p>\n
\u201cForests must be protected, and Indigenous tenure rights guaranteed,\u201d Cardinal Neri said. He added that women – who are disproportionately affected by environmental degradation – must be heard through documentation of their priorities, equal access to land, training in sustainable practices, and zero tolerance for violence.<\/p>\n
Climate finance and unresolved commitments<\/b><\/h2>\n
Reflecting on recent UN reports showing that climate-finance commitments remain unmet and are often replaced by loans, the Cardinal pointed to the Church\u2019s long-standing appeal for debt cancellation.<\/p>\n
\u201cI fully agree with the call of Pope Francis and Pope Leo to cancel the debt,\u201d he said. \u201cThe North has grown rich by exploiting the South. It is time they repay by cancelling the debt.\u201d<\/p>\n
Asia\u2019s climate reality<\/b><\/h2>\n
Asked about the concrete impact of climate change on his region, the Cardinal pointed to the rapidly escalating frequency of extreme weather events.<\/p>\n
\u201cAsia is warming at twice the global average,\u201d he said. \u201cHeatwaves, typhoons, droughts, floods, cyclones, sea-level rise, and melting glaciers are becoming more intense and frequent.\u201d He noted that such events deepen existing socio-economic vulnerabilities, especially among marginalised communities.<\/p>\n
Pope Leo\u2019s message to the Global South<\/b><\/h2>\n
Cardinal Neri also welcomed the recent video message sent by Pope Leo to cardinals and bishops of the Global South participating in COP30.<\/p>\n
\u201cWe were encouraged by the Pope\u2019s words,\u201d he said. \u201cHe reminded us that creation is crying out through floods, droughts, storms, and heat, and that one in three people lives in great vulnerability.\u201d<\/p>\n
The Pope\u2019s message, he added, reinforces the need for urgent, collective action.<\/p>\n
Violence in New Delhi and the call for dialogue<\/b><\/h2>\n
Finally, reflecting on the recent terrorist attack in New Delhi, which killed at least 10 people and injured 32 others, the Cardinal said the tragedy highlights the importance of interreligious dialogue across Asia.<\/p>\n
\u201cViolence often stems from social, economic, and political injustice,\u201d he said. \u201cDialogue, understanding, and consensus – not violence – must guide coexistence.\u201d
He concluded that in Asia, where Christians are a small minority, interreligious dialogue \u201cis not an option; it is imperative. It is a way of life.\u201d<\/p>\n
