{"id":42215,"date":"2026-03-20T23:02:00","date_gmt":"2026-03-20T22:02:00","guid":{"rendered":"https:\/\/explorecatholic.nl\/nieuws\/holy-see-u-s-stand-opposed-as-un-commission-on-women-disputes-meaning-of-woman\/"},"modified":"2026-03-20T23:02:00","modified_gmt":"2026-03-20T22:02:00","slug":"holy-see-u-s-stand-opposed-as-un-commission-on-women-disputes-meaning-of-woman","status":"publish","type":"post","link":"https:\/\/explorecatholic.nl\/en\/nieuws\/holy-see-u-s-stand-opposed-as-un-commission-on-women-disputes-meaning-of-woman\/","title":{"rendered":"Holy See, U.S. stand opposed as UN Commission on Women disputes meaning of \u2018woman\u2019"},"content":{"rendered":"<p>The 70th annual session of the United Nations Commission on the Status of Women (CSW) concluded March 19 in New York City amid significant disagreement over the definition of \u201cwoman.\u201d<\/p>\n<p>The commission adopted a text on \u201cwomen, the girl child, and HIV\/AIDS\u201d but set aside a U.S.-sponsored resolution titled <a href=\"https:\/\/docs.un.org\/en\/E\/CN.6\/2026\/L.4\">\u201cProtection of Women and Girls Through Appropriate Terminology.\u201d<\/a> The proposal sought to define men and women according to biological sex, drawing on the 1994 Beijing Declaration and Platform for Action, which defined \u201cgender\u201d as \u201cits ordinary, generally accepted usage, as referring to men and women.\u201d<\/p>\n<p>On March 19, 23 nations voted to table the U.S. resolution, 17 abstained, and only the United States, Chile, and Pakistan voted to advance it. The U.S.-sponsored measure would have rejected what it described as \u201csubjective and ideological terminology.\u201d<\/p>\n<p>Earlier in the session, which ran from March 9\u201319, the CSW held an unprecedented recorded vote, requested by the U.S., on its <a href=\"https:\/\/docs.un.org\/en\/E\/CN.6\/2026\/L.2\">Agreed Conclusions,<\/a> a negotiated document typically adopted by consensus at the outset of each annual session. <\/p>\n<p>The U.S. called for language acceptable to all participating nations and introduced amendments reflecting the policy of the Trump administration opposing \u201cambiguous language promoting gender ideology\u201d as well as references to \u201csexual and reproductive health and rights,\u201d which the U.N. uses to promote abortion and transgenderism.<\/p>\n<p>The U.S. cast the sole vote against the Agreed Conclusions on March 9. C\u00f4te d\u2019Ivoire, the Democratic Republic of Congo, Egypt, Mali, Mauritania, and Saudi Arabia abstained, while the remaining countries voted in favor. The U.S. amendments were not brought to a vote.<\/p>\n<p>The Agreed Conclusions do not refer to motherhood or experiences unique to women and girls but include language on \u201cuniversal access to sexual and reproductive health and reproductive rights,\u201d widely understood to include abortion and contraception. In contrast, the Trump administration, <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government\/\">citing a 2025 executive order,<\/a> has sought to define women based on biological sex while opposing transgender medical interventions and policies allowing biological males in female-designated spaces.<\/p>\n<p>Addressing the commission on March 17, Archbishop Gabriele Caccia, the Holy See\u2019s permanent observer to the United Nations, called for a \u201cholistic approach\u201d to justice for women and girls. <\/p>\n<p>\u201cIt also involves addressing the root causes that put them at risk, prevent them from seeking justice, and ultimately undermine their God-given human dignity,\u201d he said.<\/p>\n<p><a href=\"https:\/\/c-fam.org\/author\/stefano-gennarini-j-d\/\">Stefano Gennarini of the Center for Family and Human Rights<\/a> (C-FAM) told EWTN News that the European Union used procedural tactics to block U.S. efforts to define \u201cwoman\u201d and exclude abortion-related language.<\/p>\n<p><a href=\"https:\/\/passblue.com\/2026\/03\/10\/how-us-tried-but-failed-to-wipe-out-70-years-of-global-consent-on-womens-rights\/#:~:text=The%20dramatics%20begin,keep%20negotiating%20the%20proposed%20amendments.\">U.S. Ambassador Dan Negrea, <\/a>who serves as the representative of the United States to the United Nations Economic and Social Council, <a href=\"https:\/\/passblue.com\/2026\/03\/10\/how-us-tried-but-failed-to-wipe-out-70-years-of-global-consent-on-womens-rights\/#:~:text=The%20dramatics%20begin,keep%20negotiating%20the%20proposed%20amendments.\">said<\/a>: \u201cThe United States cannot in any way consider the document presently submitted to the commission as if it were agreed conclusions.\u201d <\/p>\n<p>He criticized what he called \u201cambiguous language promoting gender ideology,\u201d adding that undefined references to \u201csexual and reproductive health\u201d imply abortion. <\/p>\n<p>\u201cHow do we entrust the women and girls of the world to an agency that denies the biological realities of a woman?\u201d Negrea asked. He proposed that \u201cgender\u201d be understood solely as referring to men and women based on biological sex rather than subjective gender identity.<\/p>\n<p>During the conference, several nations raised concerns about the wording of the Agreed Conclusions, noting unprecedented disagreement over gender-related language.<\/p>\n<p>On March 19, Bethany Kozma of the U.S. Department of Health and Human Services <a href=\"https:\/\/webtv.un.org\/en\/asset\/k10\/k10rnxv7kk\">told delegates<\/a>: \u201cWe are disappointed that the commission did not adopt the Agreed Conclusions by consensus this year. \u2026 We will not stand by as malicious forces use multilateral organizations to promote their ideologies and social agendas, obstructing nations\u2019 ability to exercise their national sovereignty.\u201d<\/p>\n<p>\u201cIt\u2019s the policy of the U.S. to recognize two biological sexes \u2014 male and female. To achieve this, we use clear and accurate language that recognizes that women are biologically female and men are biologically male. Sex isn\u2019t interchangeable; it is, rather, irreplaceable. The differences should be celebrated, appreciated, and respected,\u201d she said.<\/p>\n<p>Kozma added that the administration is committed to families, women\u2019s health, and protecting children \u201cat all stages of life and reaffirms there is no international right to abortion.\u201d<\/p>\n<p>Malaysia and Namibia also expressed regret over the lack of consensus. At times during the session, <a href=\"https:\/\/press.un.org\/en\/2026\/wom2254.doc.htm#:~:text=The%20Commission%20on%20the%20Status,objections%20of%20some%20Member%20States.\">delegates responded with both applause and audible booing.<\/a><\/p>\n<p>For decades, the U.N. has expanded the use of the term \u201cgender\u201d in its documents while promoting global access to abortion and contraception. <\/p>\n<p><a href=\"https:\/\/press.un.org\/en\/CSW70\">In its own summary<\/a> of the final day, the U.N. stated: \u201cThe erosion of consensus signals a willingness to break with foundational language agreed at the historic 1995 Fourth World Conference on Women, which saw the adoption of the Beijing Declaration and Platform for Action, considered the most comprehensive global framework for women\u2019s empowerment and gender equality.\u201d<\/p>\n<p><a href=\"https:\/\/citizengo.org\/en-us\">Daniela Garcia of CitizenGo t<\/a>old EWTN News that the recorded vote marked a break with past global consensus on gender. While the Agreed Conclusions are not binding, she warned: \u201cThey remain very dangerous because these dictate where the money goes to U.N. agencies to promote abortion and contraception.\u201d<\/p>\n<p>Groups supporting the Agreed Conclusions included <a href=\"https:\/\/www.ippf.org\/news\/commission-status-women-csw70-overwhelming-support-agreed-conclusions-adopted-csw70\">the International Planned Parenthood Federatio<\/a>n; <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2026\/03\/states-back-un-roadmap-womens-rights-access-justice\/\">Amnesty International<\/a>; <a href=\"https:\/\/fosfeminista.org\/news-and-stories\/gender-equality-resolution-voted-for-by-an-overwhelming-majority-at-the-united-nations-with-united-states-as-sole-opponent\/\">Fos Feminista; <\/a><a href=\"https:\/\/womeninnewyork.blogspot.com\/2026\/03\/call-from-lbti-womens-and-youth.html\">Global Trade Unions Caucus; and the Lesbian, Bisexual, Trans, and Intersex Caucus.<\/a><\/p>\n<p>Gennarini said: \u201cThe Commission on the Status of Women is where the fight against gender ideology will be won or lost.\u201d He added that international engagement is essential, arguing that U.N. policy discussions influence national laws and priorities.<\/p>\n<p><a href=\"https:\/\/www.heritage.org\/staff\/grace-melton\">Grace Melton<\/a> of The Heritage Foundation told EWTN News that debates over language have practical consequences. <\/p>\n<p>\u201cWe\u2019ve seen concrete examples in what happens to women\u2019s private spaces.
